Lucas Rowan bio:
Lucas Rowan has been a partner at the law firm of Dodds, Kidd, Ryan, & Rowan and practicing law in central Arkansas for 15 years with a focus on litigation and mediation. He is a member of the Arkansas Bar Association and Pulaski County Bar Association. Prior to entering private practice, he was a law clerk for the 6th Division of the Pulaski County Circuit Court. He is regularly recognized by multiple publications and organizations for his outstanding legal work and regularly serves as a guest speaker at the Bowen School of Law Mediation Clinic.
Lucas attended the University of Central Arkansas as a scholarship athlete, where he obtained both Bachelor and Master Degrees in Business Administration. He went on to earn a Juris Doctorate from the University of Arkansas at Little Rock Bowen School Law. Lucas has been married to Lacey Rowan for 20 years. They have two daughters, Rori and Remi.
Hugh Finkelstein bio:
Hugh Finkelstein has been the Chief of Staff of the Arkansas Department of Public Safety since January 2023. As Chief of Staff, Mr. Finkelstein serves as the top advisor to the Secretary of the Department of Public Safety, driving policy decisions and managing a variety of issues concerning the efficiency of the Department. He began working for the Department of Public Safety in September 2021, first as the Deputy Counsel and later as the Chief Legal Counsel. He left private practice to work in the 6th Judicial District Prosecuting Attorney’s Office in Little Rock, where he worked for 19 years, eventually becoming a Division Chief, trying cases, and supervising newer attorneys. From January 2015 to May 2017, he served as the Chief Deputy Prosecuting Attorney in the 20th Judicial District Prosecuting Attorney’s Office in Conway, where he was responsible for trying or supervising all the criminal cases filed in that jurisdiction.
Mr. Finkelstein earned a Bachelor of Arts degree from Washington & Lee University in 1986, graduating Magna Cum Laude. He received his Juris Doctorate from the University of Arkansas at Little Rock William H. Bowen School of Law in 1991. Mr. Finkelstein is an active member of the Arkansas Bar Association and the Pulaski County Bar Association. Mr. Finkelstein is married to Ginger Stuart, an attorney in Lonoke. They have two children and four grandchildren. They are active members of New Life Church in West Little Rock, where they lead the Hospitality Team.
