Hempstead County Quorum Court approves the American Rescue Plan Act for COVID-19 relief
The Hempstead County Quorum Court approved of the American Rescue Plan Act of 2021 Thursday afternoon to establish a special revenue fund and to declare an emergency.

This act establishes a special revenue fund on the books of Hempstead County to track the revenue expenditures and/or appropriated transfers of Federal Assistance programs.

"This court recognizes and affirms the need for such a fund to properly account for and control all such revenues received and expenditures made in compliance with all applicable laws and guidance from the U.S. Treasury," the plan read. "The American Rescue Plan Fund is subject to all the normal county budget, appropriation and expenditure regulations. Funds must be used only in accordance with guidelines issued by the U.S. Treasury concerning the legal expenditure of revenues received by the American Rescue Plan Act of 2021."

The court also approved of the new Hempstead County General Budget for 2021 being $4,229,848.58 with their anticipated revenue for the year being $4,231,287.70.

The court also approved of a resolution authorizing the Circuit Clerk of Hempstead County to apply for a grant from the Arkansas Circuit Clerks Association CRCF grant funds.
