10:05pm in the 100 Block of South Spruce St. Rafael Esparza-Mercado, 43, of Hope, AR Mr. Mercado was arrested and charged with Driving While Intoxicated, Careless and Prohibited Driving, Refusal to Submit to Test, No Drivers License, and a Failure to Appear Warrant 10.10.24 12:51am in the 2400 Block of North Hervey St. Paul Kramer, 62, of Hope, AR
