Hope Water & Light proudly announces the retirement of Charlotte Bradley, who concludes an extraordinary career spanning more than 37 years of dedicated service to our organization and community. Charlotte holds a Master’s Degree in Business and a Master’s in Accounting as well as two Professional Human Resources Certifications. Ms. Bradley has held the title of General Manager of Administrative Services since July of 2019.
Throughout her tenure, Ms. Bradley has played a vital role in the success of Hope Water & Light while earning the respect of colleagues and community leaders. Her expertise and leadership led to appointments on the State of Arkansas Electrical Examiners Board where she served as Chair, the State of Arkansas Excellence in Public Education Task Force, and the Joint Finance Board for the Arkansas Region Christian Methodist Episcopal Church.
Beyond her professional accomplishments, Ms. Bradley has been a tireless advocate for community service. She currently is a member of Miles Chapel C.M.E. Church and is President of its Steward Board. Her extensive civic involvement has included leadership positions and membership with the UAHT Foundation, UAHT Board of Visitors, Kiwanis Club of Hope, Mo-Ark District Lt. Governor Division 23, Hempstead County Chamber of Commerce, United Way of Hempstead County, Southwest Arkansas Arts Council, Hometown Health Coalition, Medical Park Hospital Board of Trustees, Hempstead County WAGE, and numerous other local, state, and regional organizations.
Ms. Bradley has also served as past president of the Arkansas Public Employees Human Resources Association, past chair of the American Public Power Association Human Resources and Training Committee, current president of the Texarkana Alumnae Chapter of Delta Sigma Theta Sorority, Inc., and past secretary for the organization's Southwest Region.
Ms. Bradley has been a valued member of the Hope Water & Light family, demonstrating unwavering commitment and professionalism. Her knowledge, experience, and dedication have contributed significantly to the success of the organization.

A reception honoring Ms. Bradley will be held on Tuesday, June 23, 2026 at the Hope Water & Light office building located at 105 N Elm from 11:00am-1:00pm. The public is invited to attend.
