Harper was previously appointed by then-Governor Asa Hutchinson to serve out the remainder of District Judge Tony Yocom's term. While serving as district judge, she presided over a wide range of cases including criminal, civil, traffic, and small claims matters. She earned a reputation for being thorough, even-handed, and respectful to all who appeared before her court.
Now practicing as a private attorney, Harper represents clients across multiple areas, including family law, probate, criminal defense, and civil litigation. Her experience on both sides of the bench gives her a balanced, real-world perspective on the legal system. Earlier in her career, Harper served as a deputy prosecutor in Saline, Clark, Hempstead, and Nevada counties. She was also appointed to the Arkansas Supreme Court's Criminal Practice Committee, where she contributed to evaluating and improving procedural rules related to criminal law statewide. Her involvement reflects a deep understanding of criminal procedure and dedication to ensuring a just legal system.
Harper holds degrees in Political Science and Spanish from Ouachita Baptist University and earned her Juris Doctor from the University of Arkansas School of Law.
"I believe a Circuit Judge should be knowledgeable, fair, and committed to the rule of law," said Harper. "I'm running to ensure the people of Hempstead and Nevada counties have a judge who listens, applies the law consistently, and treats everyone with respect."
Harper is running for the seat currently held by Judge Duncan Culpepper, who will be retiring at the end of his term in 2026.
