Proclamation
WHEREAS: Mark Lowery, born March 28, 1957, held the offices of Treasurer of Arkansas and Arkansas State Representative. Lowery passed away on July 26, 2023, deeply loved by his colleagues, staff, family, and friends and remembered as a public servant of the people of Arkansas;
WHEREAS: Lowery’s career took him across fields before he entered government, including newspaper publishing, education, and finance. He ran and was elected to the Arkansas House of Representatives in 2012, serving his home community of Maumelle;
WHEREAS: Lowery’s time in the State Legislature included service on the Education Committee and Insurance and Commerce Committee, which he led as House Chair. During his tenure, he sponsored significant education reforms, which led Governor Asa Hutchinson to select Lowery as one of the key sponsors of his administration’s higher education reforms;
WHEREAS: Lowery was elected Arkansas Treasurer in 2022 and served from January 2023, until his passing. He promised to extend his record of public stewardship to Arkansas’ state finances; and
WHEREAS: Lowery leaves behind a legacy of strong leadership and deep connections across Arkansas. It is fitting and right for Arkansas to honor him and his decades of service to her people.
NOW, THEREFORE, I, SARAH HUCKABEE SANDERS, Governor of the State of Arkansas, by virtue of the authority vested in me by the laws of the State of Arkansas, in tribute to the memory of Mark Lowery and as an expression of public sorrow, do hereby direct that the United States flag and the state flag of Arkansas be flown at half-staff from sunrise to sunset on July 28, 2023.
