Final Hempstead County Quorum Court Meeting of the Year

2021's final session of the Hempstead County Quorum Court discussed an appropriation ordinance to establish a one-time pay increase, to amend the annual operating budgets for 2021, to transfer funds, and to make additional appropriations. Also, an ordinance to levy taxes for County General, County Road, County Library, all Hempstead County School Districts, and all Municipalities. In addition, the quorum court considered a resolution supporting the establishment of an income tax credit for full-time law enforcement officers.

After the invocation and Pledge of Allegiance, the court heard from Russell Womack, who was concerned about vandalism at his home. He raises cattle, pecans, and flowers. Womack talked about the UA Extenstion program and asked the court to call people about research. The county has 32k beef cows, but 60% of the ordinary calving rate. He also asked the county to increase deputy pay.

The court then discussed the 2021 budget. They highlighted the need to increase wages for critical personnel, and to be competitive with the highway department. They had a proposed budget of $4.8 million, against a proposed income of $5.1 million, which could be amended in January. The library budget was approved alongside the county. Funding was allocated for roads and bridges (and the maintenance thereof), as well as deputy pay, salaries, and additional operating costs. The court discussed the city's need for more dumpsters, but the cost was found to be prohibitive. Finally, the court discussed the need for an education program, wherein they may partner with the AGFC.
