LITTLE ROCK - Arkansas Attorney General Leslie Rutledge today announced filing a lawsuit against Antonio Flowers and his business Flowers and Son Lawn Express Services in Pulaski County, for violations of the Arkansas Deceptive Trade Practices Act (ADTPA). At least ten Arkansas consumers, including a children’s daycare facility, paid Flowers’ business for lawn care, fence installation, and other general home improvement services that he failed to begin or complete.

“Mr. Flowers failed to provide refunds for incomplete work and refused to cooperate  with my office to remedy the complaints against him,” said Attorney General Rutledge. “I will personally hold those accountable who try to swindle Arkansans out of their hard earned money.”

In addition to filing complaints with Attorney General Rutledge’s Office, consumers also filed complaints with the Arkansas Contractor’s Licensing Board, which recently fined him $7,600 for being an unlicensed contractor and issued a cease and desist order during a hearing held on May 19, 2021. Flowers failed to participate in that process as well. 

Rutledge is now seeking restitution for harmed consumers, civil penalties, an injunction, and other costs and fees incurred by the State of Arkansas in resolving this matter.
